what you're describing ultimately comes to to how well players actually play though

if you play well and pass the ball to teammates you will be on the attack a fair bit. If you keep giving the ball away you will find yourselves defending most of the game. I rather doubt the players are told to play at a slow tempo or not to try to attack. That is a byproduct of poor execution.
