I've always trusted the board and Doncaster

whatever blunders they make, and however incompetant they appear, I have always believed that they have been straight with us. But one thing puzzles me.
We are told that we had to build a new South Stand because the old one would not get a safety certificate. Leaving aside the question of whether we had to build the South Stand that we did build - can this safety certificate thing really be true?
I look at that ramshackle old stand to our left yesterday, or the one we sit in at Cardiff, or that dilapidated affair at Watford, or all of Loftus Road. How can those stands get safety certificates yet the old South Stand couldn't?
And why, from time immemorial, do Carters always win the competitve tenders for Carrow Road?
