The inference for me was slightly different.
More like to rile the Norwich supporting fans who work for NU in the city, in attempt to get them to whinge at the powers that be at NU and therefore ultimately Aviva with a view to causing disharmony (not that there's harmony at NU at the mo) to make Aviva think again about the job cuts. These will bring an economic downturn to the city, thus affecting Archant's potential income.
There can only be so many times one can attribute getting something so simple wrong to sloppy journalism.
