Level to ensure those who need the payment get it. Quite contradictory for me but I know AP senior used to receive it.He tried a couple of times to refuse it because he didn’t need it but said it was very complicated to do, so I think he put some aside to charity. All I’m saying is that there are actually a large amount of affluent pensioners who shouldn’t get it, resulting in more money being available for those who do. And god knows they really do.
