Japan is great at this. Every car has two insurances:

1) is mandatory and is very cheap. Just covers 3rd party effectively.
2) is optional for personal injury, fire, theft, accidental damage etc.

Most people take the second premium but if you can’t afford to, you don’t have to. I wish the UK would follow this system
