Wilder was because of revolutionary tactics
that he had time to develop in the lower leagues. Tje overlapping centre backs in a back five with wing backs. The actual squad he had was fairly poor by prem standards. Once teams worked out the tactics, they were done, because they didn’t have an advantage anymore.
So “no amount of tactical genius is going to turn a bad team into a good one” is actually wrong in this case, although it took time to work. Ironic, as you mentioned Wilder in the same post.
