No coach can ever get any player playing above themselves

They can organise a system which will be more effective than others with the players they have, and have those average players coached well into the system, remove hesitation and increase situational understanding to make them player faster.

But you can never have a player playing better than he actually is. That is impossible. If he plays better than he used to, then you've found a way to get him to play closer to his ability than he previously was.

That translates as good coaching and organisation. To a certain extent also good scouting, as you need players who are capable of receiving and following instruction to achieve it. How good a player is is not restricted to how accurately they can pass or shoot, how strongly they can tackle or how fast they are. It's also about how they follow instruction and how capable they are at reacting and responding to situations on the field and those are also aspects which should be scouted.
