I guess that could be the issue

When things reopened in may, pro-shops also opened on a limited basis to take payment and sell basic supplies.

Now I guess they would need to close the club completely, but keep the course open. Most members clubs have the online booking facilities in place to cope with this now, but harder for municipal and proprietary clubs that rely on taking green fees for their business.
