Not sure "herd immunity" is their aim though is it? they just said that

trying to temporarily stamp it out completely with measures that are unsustainable long term could be counter productive and would not necessarily be desirable because it will come back and you won't develop any form of immunity.

I don;t think its fair to say that the government is trying to ensure it spreads through the population.
