perhaps the most vulnerable in care homes and hopsital wards could be isolated.
Anyway, from a mathematical modelling point of view, trying to get younger, healthy people to be infected first makes sense. The problem is telling everyone over 60 to stay indoors and try to have no contact with friends and family for possible months, is probably not going to work.
