I think you do need to let 3 up.

If we bring 'anyone' up, it leaves Champs short. So to backfill you bring up from L1. OK, just 2 would work there, 2 autos in L1.

But for them to backfill, just 2 spots breaks down. There are supposed to be 3 autos +1 from L2, so just bringing 2 up seems massively unfair to them. I suppose it gets even more complicated from the Conf & lower.

Drawing any line anywhere seems unfair (still a chance for other teams to get into the top 2 etc) but not bringing up at least 3 seems harsh to Champs, L1 & L2.

The complexity and inherent unfairness of sorting out promotions tends to suggest you don't bring anyone up at all, and just chuck some compensation at the leagues below. After all there'd be a season of budgeted parachute payments that wouldn't be needed.
