Don't need to let 3 up if they don't relegate anyone

You have to draw the line somewhere. If you were to have playoffs with current teams what about teams currently just outside? (aren't Blackburn 2 points behind Preston with a game in hand). Probably half of the Champs still have a chance of making playoffs
There's probably a difference between making teams lose income (relegated ones) and teams just missing out on a chance to gain income they don't currently have.
