I disagree. Punishign the club for something so difficult to control

will simply make the clubs ensure that this doesn't happen by building fences, moats etc, which punishes us all.

yes, the clubs need to do their best to stop it, but they can't possibly prevent every incident from happening. Responsibility has to lie with the individual
