We were talking about this in the pub last night.

One of my colleagues actually built an autonomous drone as a university project, the rest of us are computer science grads of one kind or another, experience with microcontrollers, have built little robot projects, Arduino stuff etc etc.

We reckon we could build a drone that would take radio frequency control, but also receive instructions via the cellular data network, so you wouldn't be able to steer (etc) via phone signals, but you could give coordinates, vectors, etc easily. Hard to block that without taking out several square miles of everyone's phones. You'd have to shoot it out of the sky.
