3 team groups

One of the main issues I have seen mentioned is the format requires 3 team groups and as a result not all final games are played at the same time so, in many cases, teams will know what they need to do to get through; if that game means a draw sends both teams through, you run the risk of 90 minutes of no-risk football

I believe this is why the format was changed previously to ensure 4 team groups.

I may be quoting and agreeing with Blatter on this, which is not something I would have expected to do.

Bottom line though, I don't think they should change the format now; it makes even more of a mockery of the bidding process, as Qatar are unlikely to be able to host alone, so FIFA are essentially giving part of the WC to Kuwait, or whoever, without any formal bid ever being entered.
