when corp tax is higher - corporations invest more money back into their own companies; resulting in more proper jobs and higher productivity. It helps to form a strong long-term industrial base like in Germany.
When corporation tax is lower - corporations take more out of their companies as profit rather than reinvest; resulting in low productivity etc. like the in UK.
