Economic growth encouraged (in part) by lower corporation tax rates

Is not the argument that if you raise corporation tax too much companies will relocate and the base will therefore shrink so you may well end up with no increase in tax receipts at all or just maintaining the status quo plus employment may fall so also less income tax/spending etc.
