the problem is for every case where no damage is done by removing a pupil from class

you can find one that will be damaged , so you have to protect the one who will be damaged , and if you do it case by case you will at sometime f**k up and then you get a massive pissing contest

So have to go with the option that will do least damage to a pupils education
