which is a bit difficult but this would be the measured response rather than the approach from banning all drivers from driving because some of them drink drive. of course, the best way to do this is to police it effectively, create a society that no longer tolerates drink driving and punish the offenders heavily. of course some idiots will still drink drive despite all that but that's because they are c**ts and it's difficult to eradicate them within the confines of the law.
