Anyway, the FA doesn't have the authority to stop all English people going to Europe, on match days or any other days.

Guess they could request all hosts of away ties to only sell tickets to home fans, and hope that away fans wouldn't go anyway and go in the home ends in various places. But not sure that would actually result in less problems.
