Why would the stand need to be knocked down

Plenty of precedents for other clubs building on top of existing structures. Villa, Liverpool, Man United have all done it.

And anyway, any extension to the City Stand would technically be behind it not on top and with the new road now there we could build on to Carrow Road itself.
