Boil the water, add the rice, then stir.
Or, add the rice to cold water and wait for it to boil. THEN you stir.
And nope, not unless you use a minsicule amount of water. Have enough so that it still needs to be rinsed after however long you do it for (10 minutes in my book).
If you don't use enough water and you see it evaporating, leaving the rice to burn to the bottom, top off with boiling water from the kettle so.
Simples.
