Bobby Simpson died during le Tour while on amphetamines, which are somewhat performance enhancing (in the short term anyway) and considered so back then; but considered a recreational drug these days.

What is the purpose of testing in the armed forces? Presumably a pilled-to-the-eyeballs soldier wouldn't be necessarily so effective in the battlefield and a danger to comrades. And, I suspect, a heavy dose (hoho) of discipline ("we own your private life too").
