No it isn't. At best it's semantics, at worst it's a downright lie:

Mrs Wynn-Jones now says: "We didn't receive an offer and we haven't received one"

however on Monday 30th June 2008 Mrs Wynn-Jones's official website said:

"In the last 12 months we have talked to a number of potential investors. We have also reviewed a number of different propositions."

And the difference between an offer and a proposition is...?
