They will have £12m to spend in fees and wages: ie they are like a newly relegated club with its parachute payments, except that they are better off because they are starting with a squad of unknowns on a low wage base rather than a squad on Prem wages. So they are going to be able to splash some cash and get some better players.
Whether this translates into promotion or not, we will have to see. It's not guaranteed, but it must improve their chances.
However, in the longer term we may well have some laughs at their expense. The fun will start either when they get promoted and Evans starts stripping the cash out instead of putting it back in, or when they don't get promoted and Evans starts worrying about what he's got himself into.
