My guess at it -

Chances of Burnley being drawn at home are 1 in 2
Chances of the Arsenal ball being drawn are then 1 in 63.
So by my lack of logic the chances of Burnley vs Arsenal are 1 in 126.

For this to happen in two comps is 1 in 126 x 1 in 126 = 1 in 15876.
