SLACK defending and a missed penalty condemned Blackpool to their first home defeat of the season.
Dion Dublin and Martin Taylor both scored from corners either side of a Bartosz Slusarski deflected effort.
Wes Hoolahan should have snatched a point for Grayson's men but his 80th minute penalty - awarded after sub Andy Welsh was upended in the box - was saved by David Marshall.
Dublin then rubbed salt into the wounds with a slide rule finish in injury time.
It is Blackpool's first home defeat since February.
Bottom of the table Norwich had gone ahead on the half-hour when Dion Dublin tapped home Matthew Pattison's left foot corner.

Martn Taylor then headed home another corner on 74 minutes to fire Norwich ahead before Dublin's second sealed Blackpool's fate.
Hoolahan's return was the only change from the starting line up at Southampton, which meant there was again no place for skipper Michael Jackson or the returning Keigan Parker.
Both the skipper and the Scot - who missed Saturday's game due to a family illness - had to make do with a place on the bench.
