No, not Smudger's protest: what you've just suggested. More than that: it's actually incredibly cynical. Smudger's a knob, and his 'protest' will just make him look even more of one - but it's a free country, and it's his right to do as he pleases. More generally, it's actually incredible how much Norwich fans are prepared to put up with, and how few are calling for the board to go even now. But what are you trying to achieve? Some fascist state of affairs whereby no-one with a different opinion is allowed to express it?
And what the sad death of a City legend has to do with a protest or not is totally beyond me.
