technically speaking not wiped out but....

the point is football clubs live with debt, (look at man utd) the difference is if you have an investor who is in it for the long haul and prepared to inject large amounts of cash to get to the prem rather than just sit there and look pretty. As this guy wants to keep a low profile, my guess is he really does want to pump in the money and see Ips**t prmoted. The rewards will come for the investor and the fans if they reach the promised land.
