Which England boss was worse? Taylor or Keegan?

I'm having a debate on another forum with some Newcastle fans: they all insist Taylor was the worst England boss ever, and Keegan was bad, but not on Turnip's level of ineptitude. I've argued the opposite, saying for my money, England at Euro 2000 produced the most tactically inept nonsense I'll ever see in my life - what do Wrathers think?
