legal help required,

i have been waiting for something very important in the post. Obviously the post has been f**ked due to the strikes which "nationally" ended last week, which meant it would have arrived last week on Thurs ish. however it didn't arrive because royal mail scouse have been and still are on strike and has now cost me a lot of money. I'm going file a claim against either royal mail scouse or the company sending said item but i'm not sure which one. If a national strike has ended now then surely scouse mail are to be held accountable.

Reason it was not sent special post was because it was not needed till this weekend just gone and the strikes which were publicised would not really affect it from the date it was despatched. Because the scouse strikes were not publicsed before, does that put them in the wrong?
