is the new Press Facilities, they needed improvement to get them up to Premier League minimum standard

i seem to recall reading something about us having to provide facilities for media agencies from all over the world rather than just local media and a couple of nationals that bother to send a reporter to Championship games

without a clue as to the Plant and Machinery spend and whether that's replacement spend or new spend it is misleading of you to claim that it is all unnecessary, (the chances are some of it was unnecessary and some was necessary, but still...)
