It could be taken two ways couldn't it.

'When was the last time we had fat lips at norwich' could mean...

'When was the last time we had Carlton Palmer and his fat lips at Norwich'

or

'When was the last time we had a black man with [stereotypical] fat lips at Norwich'

Carlton Palmer does indeed have fat lips, but when having 'fat lips' is a famous racial stereotype, it's probably better not to refer to a black man simply in those terms, no matter how anatomically correct it may be.
