Why aren't we chasing a foreign investor

Looking at the potential of NCFC, we would be ranked 15/16th in the football league if we looked at attendences across the premiership, i.e above Wigan, Portsmouth, Birmingham, Fulham etc. We could build a top tier on the City stand and take the capacity to 30K which we could easily fill if we were in the PL so why are we not looking for a foriegn investor, we must surely look like a good investment even taking the debt we have. This is the only way a team like NC can make the break into the PL and the sooner we realise this the better.
