Beggars belief

just seen that dion's ban didn't get quashed. That is outrageous! So under what circumstances exactly WOULD the panel overturn a ref's decision?
Also, doesn't the ref himself have to look at the video evidence in the first instance? i seem to remember the scum getting a couple of red cards rescinded in this way last season.
