Oh, the jingoistic / xenophobic side is true. Makes Brits look total prats when they

do that. The reports here, and the opinions of the Portuguese I work with (who normally are quite happy to rip the piss out of Portuguese builders, government, road systems, etc) are that the Portuguese equivalent of Scotland Yard is actually one of the best in Europe.
