but given current market prices it strongly suggests that Portsmouth (who have seen him play more than anyone) don't rate him particularly highly (obviously decent but nowhere near top class).

But judging opinions is all about opinions anyway. Since you generally don't spout loads of bull***t I respect yours in this case (as I said I have no strong opinions on O'Neill's ability)
