O'Neill isn't a top Prem class player. Why would you sell a top Prem class player in order to avoid losing a player totally unproven at prem level? More likely, Pompey know Boro are desperate and are offering over the odds for a player they are confident they can do without.

PS I have no strong opinions about O'Neill's ability, it is just that this deal suggests to me that Portsmouth don't particularly rate him.
