have you got multiple user accounts on your laptop?

as that was causing me problems on my old PC

it all used to work fine when i was signed in, but under me missus' sign on she was always told she needed to install flash (when she did click through to adobe to install it quite rightly recognised that the lastest version was installed quite happily on the PC)
