Why Grant send out 6 players out on loan?

I understand the situation McVeigh and Henderson, but Ryan Jarvis (srtiker), Rossi Jarvis (defender), Fisk (midfielder) and Halliday (center half), which is we need back-up there. He should know he will use teh young players to play for the first team and take Halliday as example, there is no cover on this position! Why Grant still ship them away?
