Prepare a simply 'pros and cons' sheet - which explained in simple terms, in a totally unbiased way, the benefits and costs of choosing which way to vote. Then the public, informed of the issues and the potential outcomes of their choices, could vote in a more informed way - using their own individual ethical/moral stance. If this could be done, alongside technology which allowed one vote one person and not multiple vote (don't know if this would be possibe) then we could have a real democracy - i.e. the people would be able to assert their values on all decisions.
Sadly, if the civil service failed at being unbiased, or the technology failed, then the system couldn't work.
