They are conflating the EPL rules and the EFL rules, imo

EPL rules require a minimum number (8) of home grown players in the 25 man squad (but u21s don't count towards the quote or the squad limit).

EFL is based on the matchday squad, and the minimum number of home grown players includes u21s.

EPL doesn't have the same matchday squad requirement.
