He's raising his arms as players do when jostling, the fact he;s turning as he does it

makes the arm come upwards.

We obviously aren't going to agree but I still think its accidental and not violent conduct. But since it ain't getting overturned we may as well get on with it.

I'd still like to know why they decided to look at it though
