Interesting you used the phrase eligible voters...
Only 59% of voters voted in the last UK election which is a historically low level.
Which shows a general apathy towards politics or maybe the realization that we are just shovelling the same s**t around every few years till we get fed up with them.
IMHO any petition that garners a significant amount of votes based on the general apathy should not be dismissed out of hand even if you don't personally agree with it.
