there is a bit of confusion here tho between border checks and free movement

In UK commentary on it in particular I think. They're not making any changes to free movement (so EU nationals can come and go in and out of Germany as they please). Just as before.

(some) people have got that a bit confused with the presence or lack of it of border controls. Which in this case would only be relevant for non-EU nationals.
