TV question for anyone living in the USA

I'm sure it must be possible to watch terrestrial TV in the US - BBC, ITV, C$ etc. A friend living in Arizona (and possibly the only Canary follower in Phoenix!) would like to watch a non-football ITV programme each week but is unsure how to do so. Ideally recording it given the time zone differences. She isnt that techy and, not living over there, I cant test it from the UK - so any advice would be appreciated.
