Modern VAR football leaves me confused. Help please?

Did anyone see Arsenal’s goal against Spurs? In the world of VAR, how is that not a foul for a push? I agree that it would be ‘soft’ and I never wanted the game to go down that route but surely in the black and white world of VAR (Pukki’s finger) that was a push and should’ve been disallowed? Was it reviewed does anyone know? Anyway, don’t know why I care as I detest both participant clubs.
