I haven't read into what the means tested threshold for this is, although by the sounds of it it does cut too deep.

However, there are plenty who receive the winter fuel allowance without needing it (and indeed try, unsuccessfully, to refuse it - NxNW Snr is another example of this) and so some form of means testing is definitely appropriate.

I suspect that the rebels / opposition were not helped by the announcement of the increase in the state pension from April being announced this week, although obviously that won't help those that need assistance this winter.
