Dubs what is the deal with the CPL in the West Indies?

I've been awake lately this week and it's been on in the background.
I'm not a cricket watcher but I was watching and thinking it's so wrecklessly entertaining.
Then I looked up some of the players and that's what I don't understand.

Dunith Wellalage for example was playing for Barbados, but there is no mention about this on his Wikipedia.

Is the CPL a fantasy league thing with all stars who go back to their real clubs ?
