I don't think that works for most things in football

There's too much interpretation. Could work for offside but needs something else for any other decisions.

I would bring in appeals. Goes to three VAR people who all make an independent decisions based on the replay. If two agree go with that or otherwise onfield decision. If appeal successful then retain two appeals for rest of match if not burn one.

Also count an appeal as any time a player disputes a decision with the ref. Would stop all dissent quite quick.
